Public Action Implementation
Statements and Steps
The Junior Leagues of North Carolina State Public Affairs Committee uses the following steps to select issues and implement action:
Background Statement: Non-partisan analysis of an issue that states its pro and con viewpoints.
Position Statement: Broad statement of intent based on the Background Statement which establishes a frame of reference for future action by the Committee. Adoption of the Position Statement represents the selection of a general area of public affairs in which SPAC may select specific issues of concern for study and action.
Concept Statement: Defines a particular issues that falls under a Position Statement and defines a series of policy outcomes and options which will form the basis of future policy activities.
Public Stand: A statement regarding action on a specific public issue, concept, or piece of legislation. A public stand is narrow in scope and related to a previously adopted Position Statement.
Plan of Action: A detailed outline of activities which SPAC Delegates undertake in relation to a Concept Statement or a Public Stand (for example: legislative advocacy, administrative advocacy, monitoring, coalition building, education, etc.).
Enabling Statement: A statement which permits the Executive Board by two-thirds vote to act within the framework of a Position Statement on which it is based, where time does not permit a vote of the Delegates on the action.
Quick Action: Any action which needs to be take between SPAC general meetings and is related to a previously adopted Position Statement, Concept Statement, or Public Stand.
