What is SPAC?
SPAC is an acronym for the State Public Affairs Committee
The purpose of SPAC is to select issues that relate to the advocacy, educational, charitable, and volunteer purposes of the Junior Leagues of North Carolina for study and action. The issues should impact the service projects and/or programs of the Junior Leagues of North Carolina. It is also essential that the Junior Leagues of North Carolina have enough experience and expertise through their projects and programs regarding the chosen issues to impact the state's public affairs processes. All position statements and stands made by SPAC are taken in the name of the Junior Leagues of North Carolina State Public Affairs Committee and are adopted by two-thirds approval of the member Leagues.
All eleven Junior Leagues from North Carolina have the opportunity to send delegates to represent them at SPAC meetings. The five current participating North Carolina Junior Leagues are:
- Junior League of Asheville
- Junior League of Charlotte
- Junior League of Durham and Orange Counties
- Junior League of Winston-Salem
- Junior League of Raleigh
SPAC meets approximately four times per year and various Leagues host meetings on a rotation. Additionally, each League pays dues to SPAC to cover supplies, travel for the Executive Board, training, dues to statewide organizations, marketing/PR, and hosting a breakfast or luncheon for legislators in the General Assembly of North Carolina.
In each North Carolina Junior League, two women are nominated from that League's membership each year to serve as SPAC Delegates.
The North Carolina SPAC Executive Board consists of a Chair, Chair-Elect, Legislative Liaison, Assistant Legislative Liaison, Treasurer, and Secretary. Officers are SPAC Delegates who are nominated by their individual Leagues and slated by the current Executive Board. Delegates vote on and approve the slate each Spring. Officers are non-voting members of SPAC in order to have the Delegates represent their Leagues as key decisions makers.
